I think this is a hard question as I like Black Flag in all there incarnations and I am sure this will sway back and forth pretty evenly.
Remember there were actually 4 singers for Black Flag: Keith Morris (1976–1979), Ron Reyes (1979–1980), Dez Cadena (1980–1981), Henry Rollins (1981–1986)
So maybe they should be included in your vote as well.

Agreed. People give Rollins all the grief for it like he called any of the shots in Black Flag. It was Greg Ginn's band and he had final say on their songwriting and direction.
