Angelic Upstarts were a Punk band- it is wrong to lump them in with the later jokey OI bands though as they were around and playing early in 1978. I know this as they were a local punk band from North East England. They were also pretty serious and dangerous back then, into taunting the local coppers, but Mensi was a nice chap- told me which record shops to go to to find obscure records I was after when I bumped into him in Shields in 79. Mensi is also fond of his speed, or used to be I must admit though that I've heard none of their output since about 79/80. I think the big skinhead following must have came later, probably sham 69 fans. I honestly cannot recall any skinheads hanging round then.
